Boobs not big enough

I was in the mall the other day to have my hair done and I saw a curious sight as I walked past a Speedo store. In the store’s display window was a sales clerk putting some cloth inside the bikini top of a mannequin in a colourful two piece bikini. What the hell?! Are the mannequin’s boobs not big enough to fill that darned bikini top? What kind of a world do we live in when even mannequins that are supposed to be manufactured using “perfect” measurements (I’m assuming of course) should still need to get some kind of a boob job?
